The draft of the ‘Quarto Conto Energia’ (Fourth Energy Bill) was approved by the Council of Ministers this week. The bill replaces the ‘Terzo Conto Energia’ (Third Energy Bill) instead of extending until August 31, which was what had been anticipated. The new bill will govern photovoltaic systems installed in Italy from June 1, 2011. More

Yesterday Italy’s ‘Gestore dei Servizi Energetici (GSE) published their report on the installation of new photovoltaic plants in Italy. The data indicated a growth in installations well beyond industry expectations – 160% compared to 2009 – amounting to three times the amount installed in the entire United States in the same year. It’s expected to grow even more as new data continues to come in through February. More

I just received the following article in my email update from Paul Gipe, an American wind energy expert. Today’s subject hit pretty close to home. We were a bit surprised to hear this news, however, seeing as how the Sovrintendenza ai Bene Paesaggistici in Bologna still does not allow PV panels on roofs of residential designs that fall in certain landscape heritage zones. They do, however, allow PV panels on the roofs of commercial and industrial projects in the same zones. read
